2002 Citroen Xsara Picasso airbag lights on

Both airbag warning lights have illuminated on the dashboard. I have removed the connector under the drivers seat and soldered the wires together. I have taken the car to a couple of garages to try and get the lights re-set. Both garages have told me their equipment cannot speak with the airbag ecu. They can talk to all the other ecu's etc but not the airbag one. Both garages have tried a number of computer software packages including Citroen Lexia (as used by citroen dealers ?).
Does anyone have any ideas how I might resolve the problem ?

it may be the ecu at fault. do simple checks first though i.e fuses.
