1999 Citroen Xantia power steering stops working

power steering appears to be working fine then will begin to stiffen up to a point where it feels as if it is not working at all.This problem can sometimes rectify itself simply by parking overnight.
Whilst driving it can feel as if its not working at all, if I turn hard on the steering wheel it feels as if it begins to work ok.
So far a new pump has been fitted and the steering column universal joint has been checked and appears to be ok.
Fluid level is ok and filters have been cleaned in the fluid reservoir.
A new suspension regulator was fitted about 2 months ago but this did not seem to have any adverse effect on the steering at the time.This problem has developed since.
The problem seems to manifest itself more when the vehicle is in motion.

sounds to me like a steering ram fault or pipe fault. its possible that the pipes that feed the power steering pump colaps internally and cause flow resistance causing the steering to go heavy. have the pipes removed, blown through with airline, prime with fluid on assembly. try that before condeming rack or ram....
