1995 Citroen Xantia no brakes and no power steering

Bought it with these problems. The brakes does not work at all. Not even the parking brake.
Same thing with the power steering.
The brake lights are on constantly.
Any ideas?

Probably cost more than it's worth to repair , don't waste your time and money on it .
