1998 Citroen Xantia car wont start in the cold

Did u check the heater plugs are getting a 12 volt power feed might be the timer relays faulty also check the timer relays getting a main feed it gets it from the rear of the alternator so check the wiring there.They were bad for corrosion

You would be better removing them and checking over a battery with a test light .you put the body of the glow plug against the earth terminal then with your test light clipped on the positive terminal probe the connector end of your glow plug if the test lamp lights then the glow plug is getting a circuit and is okay.But obviously check for power to them first by using a test light connect to the battery or know good earth and get some one to switch the ignition on and probe the top of the glow plug again if lights your powers there and after a few seconds it should cut off letting you know your timer relays ok.

Also could be icing in your fuel filter due to water build up ,this is some thing you should change regularly.
