2001 Citroen Xantia preheater relay does not switch off

Preheater relay does not switch off. Computer Error - short circuit to positive. Measured with multimeter - 9.3V pre-start, 10.5V post start. Relays and control unit replaced - same error, same measurement.

remove the glow plugs and test them they may not be getting hot
