it is sluggish until you get it rolling along and will not rev over 3000 revs even when revving from idle

also check for blockage in exhaust

Check for fault codes first ,it could be either of the previous suggestion,s,I guess revving the engine whilst some one check,s the out put from the exhaust may give you a quick indication of blockage.

check the cable slack at the throttle potentiometer to make sure you are getting full throttle.
