2003 Citroen Saxo car revs up by itself when in neutral

First car wouldn't start because of flat battery but then started. when driving,car started bunny-hopping and when pulled up at lights,in neutral revs climbed to 6000 without foot being on throttle.

Different possible causes , but probably best and cheapest in long run to get a diagnostic scan carried out rather than trial and error .
