1997 Citroen Saxo over heating light comes on

The Over Heating light flicks on and off, the heater blows out only cold air at all times. There is no loss of water and no water mixing with the oil so i dont think the head gasket has gone. It doesn't seem to have an air lock. Would the problem be the thermostat? The car has not boiled over.

While it sounds like you may have a problem with the thermostat because of your over heating this would not stop the heater working, which would suggrst to me that there is an air lock in the system. These cars are of the manual bleed type and if not done will cause over heating symptoms.
One of the bleed points is near the thermostat housing and is usually a 5mm allen key bolt, the other is located on the heater pipes on the bulkhead and is made of plastic and easily undone by hand, do not over tighten, they break easily. good luck these cars are very common for for head gaskets.
