horn and cig lighter not working they are both on the fuse line and the fuse has not blown any soloutions.

Need to check with meter or test lamp whether you are getting power to both first .

Could be checking the wrong fuse ,so as above check for power ,cigarette lighter is easy right down the inside with your red power lead and black to suitable earth.
