2000 Citroen Saxo high reving and hunting when idle or driving

I have just had the car in to a garage and they changed the throttle idler as they said the old one was seazed up,Since doing this,the engine is reving high when started and is hunting even more than it was before.
I have been told it needs a lambr sensor for the exhust.

try the lambda sensor could be that

Was the stepper motor initialised?
