2003 Citroen C1 wont start

Not starting have had it on charge in case it was a flat battery .But lights etc working.Seems to be not responding when ignition is turned on.Is there a fuse that starts the engine.Or could the problem be the chip in the key .

Try moving gear selector in neutral position .
