2004 Citroen Berlingo 3 times glow plug

my berlingo engine management lights on and now to start the van i have to glow plug 3 times and it starts, it will only start on 3,replaced plugs and still the same, sent to citroen and there diagnostics couldnt find anything, any ideas

If the management light is on you should have a fault code pointing in the right direction, if all glow plugs are new check that they are receiving full voltage for upto 10 seconds, is it only bad to start cold or hot or both, if not that look at injector spill testing

once ive turned glow plugs on 3 times it starts, were will it show code, citreon had it on there diagnostics machine and nothing came up, i dont understand the injector spill toneefc
