1996 Citroen Berlingo won't start in mornings after cold night

In the mornings after cold evening my van won't start i've changed the glow plugs, battery terminals , fan belt and still have problems . once its started after a very annoying ordeal it starts 1st time everytime untill the next morn any suggestions???

have you checked to make sure you are getting voltage to the glow plug wiring
