Bonnet stuck

2001 Citroen Berlingo 5 door hatch

Hi can't open my bonnet using lever under dash it seems to be stuck can access the out side catch but bonnet still won't open any advice please as need to put water in urgent( in radiator)

Never had to do one on that vehicle .Usually a case of getting acces from below or through the grille on most cars or pulling outer / inner cable together sometimes works .Some advice here ,
