Citroen Berlingo heater problem

When I have the heater in windscreen or blowing horizontal it blows out hot air as normal, but when I select it to blow down towards my feet it blows out cold air, is this a leak somewhere, and can it be easily fixed?

Sounds like fault on heater distribution flap .
