2004 Citroen Berlingo headlight leveler motors turning but not adjusting lamps

With the lights dipped you can hear the motors whirring but the beams do not go up or down. On full beam there is no noise. Is it a connection problem from both the motors?

Check gearing on motors / lamps .

Check that they have not come unclipped from the reflector.
