Citroen Berlingo loss of mpg

used to get between 5o and 56 mpg lucky if i get 30 mpg now runs as it should only thing differens is head lights come on, switch them off they will come on again when they feel like it . had it reprogramed no differens any clues many thanks.

New filter may help and other service items to keep it up to spec.
