Near side fog light not working

Hi, My MOT is due and I've noticed that my near side rear fog light doesnt work.
I have tested the bulb and light cluster by plugging it in on the off side and it works fine. According to haynes there is only one fuse which is intact. Any one got any ideas?

Only a o/s/r foglight is req.for m.o.t purposes,Thats why most vehicles only have one fitted,possibly your vehicle only has the one and not wired for n/s/r.
