when is on P or N is ok but when i piut on D and driving so vibrating and seem not have power as should be

Changed oil, ran for 3 days OK then seized up again, very hard to turn steering wheel. Replaced electric pump, no change. Mechanic says Rack is OK, at a loss to detirmine problem.
