1999 BMW 3 Series engine will not turn over

I have had until recently a very reliable 3 series. Out of the blue yesterday when trying to start the car, i turn the key and all i get it a tick, It sounds like it's coming from the starter motor.Usually on other cars i would assume the battery is dead, and there is not enough power to turn the motor but not so on this occasion however. The battery is full. When i turn the key there is a progressive tick and the head lights flash with every tick. Engine managementlight comes on. Any suggestions on what it may be?

put a multimeter on the battery while turning key if voltage goes under 10.5v battery is low or us if above 10.5v while cranking try checking volts on back of starter if ok try the starter
