Probably a faulty fan motor, but check fuse first and that fan motor is getting power and earth.

jad this problem on my rover 25 when i first got it 2nd hand. when turned on to 1 or 2 nothing happend but did on 3 upwards. i had to replace the resister which in my rover 25, was located behind the glove compartment. if the fan doesnt come on when its turned on at any level, there is a 2nd resister for the other power levels.

firstly check the fuse for the blower and or motor.
