1997 BMW 3 Series left dip light not working

I have a BMW 3 Series hatchback, P Reg. Ive just fitted HB3 dip lights as the left wasnt working, however with the new bulbs the still isnt working, why is that? On the web it states that the dips are HB4 and the mains are HB3 however in my car they are the other way round and were previously working. As you can see i thought the bulb had gone but now im thinking its a connection.... Please help!

Need to test if you are getting power to lamp / bulb .

the bulbs can some times go if you touch them with your fingers check the bulb in the other side to see if the bulb has gone
