the Eps light keeps coming on when driving when it does engine dies any ideas what the fault could be?

my car has a low rev counter, it ticks over at about 0.5ish, and this causes the car to shake abit, when iam drving the car it goes fine, but when i stop at lights, etc.. it goes back to 0.5 again. any ideas?...
