Peugeot 406 Oil cap blowing off

The Problem
The oil cap keeps blowing off and and dip-stick rises up by about 2"... someone told me it was a problem with the crank-shaft breather pipe but I'm not sure where that is. My mechanic doesn't know either(!) Any suggestions? We've lost 3 oil caps so far!

u have a vacum pipe blocked somewhere proberly full of dirt thats why the oil cap is blowing building up pressure
