The Problem
heter fan not working on 1st and 2nd speed, bu working fine on 3rd and 4th speed.

Common fault usually is the series resistor (hedgehog)which is adjacent to the blower fan and behind the glove box .

surely if it is the heater resistor then it will only work on top speed and nothing else

I had the same problem & it turned out to br the resistor. I tried my local scrappyard & they did not have one, so i searched the internet & found these guys that did cheap Ford Car Parts. Check them out they also deliver.
