Vauxhall Vectra Cooling/Heater fan control

The Problem
The controller will only operate on setting 4. Replaced unit with another, still have same problem. Any suggestions?

Sounds like heater resistor pack .

Is this a referral to the resister in the switch, or is there a further unit to look at.
