Rover 45 noise

The Problem
I can best describe it as a whirring noise that sounds like it is coming from behind the dash only when moving and increases with speed. does this model have a speedo cable or is it elecric could it be a speedo cable or worse the gearbox

I have had a similar problem and found out that the noise is coming from the air vents. Close all the vents and check. If this is true then it is either the fan bearing which needs attention or the Air flow is getting blocked. If it is the fan bearing then you should also hear it when you turn the fan on. I hope this helps.

You mentioned Gearbox. I must admit I changed the gearbox on my Rover 400, (3 times) but the problem showed itself as more of a clicking noise. Rover 400 are known to have Gearbox problem.
