engine revs up when stopped at lights but only sometimes

Suggested Solution
I think the cooling fan is not operating on slow speed. Check fan speed resistors (open circuit). Probably needs a garage. My citroen xsara picasso kept on moaning like a hungry cow. It stopped after a garage changed the two fan speed resistors. Royal
